New telecom bill calls for formation of independent commission

Myanmar's Upper House approved a telecommunications bill on Tuesday which calls for the formation of an independent telecommunication commission to be to formed within two years of the telecommunication law being enacted.


The independent commission will be headed by a Myanmar official, and is to assume the duties and responsibilities handed over by the Department of Communications and Information Technology, according to the amended bill.


The amended bill also requires the Department to supervise the construction of telecommunication towers and network support equipments by companies to prevent unnecessary expenses and protect the environment.


The Ministry of Communications and Information Technology also has to supervise the selection of telecommunication service providers to ensure fair competition and ensure transparency in the selection process.


While defining the main routes for the international communication and communication networks, the ministry has to ensure that license holders can use them accordingly. The ministry also has to allow other organisations to operate for the telecommunication development of the country if necessary.


Previously, the bill stated that the Department has to designate a proper standardisation with the approval of the ministry and the license holders. 


The license holder may safely keep any data and information broadcast or received by their own telecommunication services, and may not disclose them, unless legally obliged according to the bill.


The bill was submitted to the Parliament last November and is expected to be enacted in the current Parliamentary session.
