22nd ASEAN Summit kicks off in Brunei









The working dinner of the 22nd ASEAN Summit was held in Bandar Seri Begawan, Brunei yesterday, in a an effort to address possible challenges likely to face in ASEAN Community.


It was attended by all ASEAN leaders except Malaysian Prime Minister Najib Razak.


Malaysia dispatched a special delegate to the ASEAN Summit on behalf of the Malaysian Prime Minister on ground that the general election is taking place on May 5.


The ASEAN leaders met over dinner to exchange views on challenges
related to the ASEAN community beyond 2015, ASEAN Secretary-General Le Luong Minh said.


"As we approach the establishment of ASEAN Community 2015 with the purpose of becoming like the European Union, the preparation is 70 per cent completed. Only thirty percent is left to be discussed, related to legal affairs of each country."


All the leaders agreed to start the ASEAN Community in December instead of January in 2015 during the 21st ASEAN Summit held in Cambodia last year.


The dinner meeting held on April 23 suggested this ASEAN Summit would highlight the establishment of the 2015 ASEAN Community, the South China Sea dispute and the conflicts of Japan and China, and the Korean Peninsula .


The previous 21st ASEAN Summit had controversially failed to reach an joint agreement on the South China Sea dispute.


China and some ASEAN members - Brunei, Malaysia, the Philippines and Vietnam - are involved in the South China Sea disputes.


The Philippines and Vietnam would encourage all members at the summit to reach an agreement in accord with the international code of conduct. The ASEAN Foreign Ministers' Meeting held on April 11 made an effort to seek a peaceful solution for the South China Sea dispute.


The statement to be released after the summit will be inclusive of plans that have been made to warn China to abide by the international laws.
