Myanmar to build new airport

YANGON, 4 July 2013: Myanmar will go ahead with a proposed new international airport at Hanthawady, central Bago,  just 50 km from Yangon, to cope with  anticipated flood tide of tourists by 2017.


Hanthawaddy International Airport will cover an area of 3,924 hectare and will cost around US1 billion to build. Once open in December 2017, it will be able to handle up to 12 million passengers a year, but could be expanded in phases to accommodate 35 million passengers a year.


It facilities will be able to support A380s.


The project will be undertaken as a public private partnership or a joint venture according to specifications that were drawn up by the Department of Civil Aviation and the Ministry of Transport.


Qualified firms were invited to bid in July 2012 and by February this year 11 firms or consortiums were pre-qualified to a shortlist.


They included firms from Japan, France, the US, Ireland, South Korea, Singapore and Malaysia.


By the 6 June the lead companies of 11 consortiums (three to four companies per consortium) presented their final pre-qualification bids.


After their pre-qualification bid, firms are to submit formal tenders for the project, which will be implemented through a public-private partnership (PPP), joint venture or build-operate- transfer (BOT) system in accordance with Myanmar's Foreign Investment Law, according to the Department of Civil Aviation.


However, reports earlier this week suggested that only four companies — Incheon Airport Consortium, Yongram-CAPE-JGC Consortium, Vinci Airport (France) and Taisei Corporation – - had submitted proposals for the contract.


According to the DCA, the winning tender will be announced by late July with a scheduled start of the project in September.


Meanwhile, Yangon International Airport will be upgraded to handle up to 6 million passengers annually up from 2.7 million passengers.


Built on 405 hectares the airport handled slightly less than 500,000 visitors in 2012 but that figure will peak at 6 million in 2017 if tourism forecasts are accurate.


Hanthawaddy International Airport was first mooted in 1996 and a foundation stone laying ceremony was held by the military junta shortly before a Malaysia-based company was given the contract. It pulled out of the project.


Myanmar has three international airports; Yangon, Mandalay and Nay Pyi Taw. It has 29 regional airports in Myanmar and there are plans to turn the management of airports over to private firms.


Just 24 international airlines fly Myanmar while there are seven airlines operating domestically.
