The speaker of Myanmar's Union Assembly (Parliament) has ruled that the adoption of a proportional representation system in the upcoming elections in 2015 will not be discussed in Parliament. 
Speaker Khin Aung Myint made the rule during a parliamentary session held in Nay Pyi Taw on Monday sating that an official letter received by the Union Election Commission (UEC) on May 15 requesting Parliament to debate a change of election system did not meet Parliamentary criteria.
"As speaker of the Union Assembly, I shall take no steps to proceed with the proposal and announcement of the UEC because it is not in compliance with the parliamentary laws and bylaws," Khin Aung Myint said.
"The parliamentary procedures can not be overruled by sending such a letter to Parliament and making the announcement. It was also inappropriate for Parliament to accept the announcement as a proposal to discuss," he added.
