Order banning private tuition is not fair- Upper House Speaker









 


The Ministry of Education has issued an order to teachers not to give private tutoring but the directive doesn't seem to have much effect as the practice continues unabated.


Upper House of Parliament Speaker Khin Aung Myint said the issue of unequal access to education is an important issue for the country's people. 


More and more students are taking private tutoring outside of school hours and those can't afford to attend tuition faced unfairness.  


There are also the allegations that public school systems do not have the capacity to meet the challenges and demand for better education for public schools. 


Deputy Minister for Education Dr. San Lwin said the government should have stricter requirements in dealing with teachers who violate directives and regulations. 


Dr. San Lwin said to gain trust of parents in Basic Education Schools, teachers will have be better trained and refresher courses have been conducted to teachers.


 The schools don't allow teachers even with the reasonable fringe benefits, to provide tutorial service to students at their school. Depending on the children's need, free teaching has been allowed.


However,  in response to the deputy minister, Speaker Khin Aung Myint r, "Giving private tuition even an order has issued showed that teaching at the schools is not sufficient enough. If the teaching at the school is adequate, the system of giving private tuition will fade. Here, there are many private schools such as ILBC and so many others. I don't see or hear the children attending at these schools take tuition. It is because the education giving at the schools is sufficient. Though we issued an order not to give private tuition but the system still exist may be because the order is not a fair and just one. The right and just order must be an order people must abide by. Then only we will succeed. Otherwise, it will be an order written on a paper. "


"The people from the basic have to give tuition as they have to settle their livelihood. Discrimination in the classrooms shouldn't happen like this age. I was even surprised when I heard your question. Giving tuition if still exist, it is due to poor management system in education. That's the answer. So, what the responsible personnel at the respective levels are doing? The Government will stand by its principles. The headmasters, township, district, region and state education officers have to manage the teaching of the teachers. They have to educate the parents. Parents on their part want their children the best. The Ministry of Education has to educate, inform them. Then only the tuition system will disappear and become a standard education in the Region. The curriculum is not a poor one. We need only teaching techniques. If it is student oriented, do like this. All the problems will fade in the future," he continued.


"In Myanmar, we are weak in science and technology subjects. It is due to poor education system. In order to upgrade teacher skills, the first priority is we have to help them their rice bowls to be filled and give training to them," said he added.
