People living in remote villages in Arunachal Pradesh, close to the border with China and Myanmar, are rapidly migrating to the foothills and urban areas, said Chief Minister Nabam Tuki, adding that this is not a "healthy" development for strategic reasons.
The chief minister, who was speaking at a seminar organised by the Indo-Tibetan Border Police (ITBP) in Itanagar, said he was appalled to see the living conditions of people in the border areas during a series of visits he made in recent months.
While Tuki admitted that the migration has been triggered-off by poverty, under-development and lack of essential services, he said this movement would have serious implications in maintaining physical presence of population in remote areas so as "to establish our territorial sovereignty".
He accused those sitting in Delhi and Itanagar of not being able to understand ground realities. "Lack of essential services and basic amenities, along with the growing aspirations of younger generations, is a significant issue. Migration and movement of people from remote border areas to foothills and urban areas is leaving border areas depopulated. This is not healthy for strategic reasons since we need to have physical presence of population to establish our territorial sovereignty in these areas," Tuki said.
"The Army and para-military forces like ITBP, Assam Rifles and SSB manning these border areas are somehow managing with limited resources," Tuki said.
"Our border in the north and northeast is subjected to irrational claims of China over our territory. Our 440-km border with Myanmar is treacherous, porous and infiltration-prone. In fact it is no coincidence that the only three insurgency-infested districts of my state — Tirap, Changlang and Longding — share a long border with Myanmar. The border with Bhutan too is slowly becoming sensitive from security point of view," the chief minister said.
