Verbal instructions ensure disruptions to rule of law, says Lower House Speaker

The outdated laws designed to protect the previous military-led regimes need to be revoke to ensure continuity of reform and democratization, Lower House Speaker Thura Shwe Mann said on April 10.


Although the currently using laws and orders are really useful, there is always the possibility that the old and outdated laws could prove disruptive, the Lower House Speaker said.


There were laws designed to protect the interests of the socialist government, the State Law and Order Restoration Council and the State Peace and Development Council.


With the assistance of legal experts, the laws inappropriate to the reform process should be cancelled.


The rural and urban law enacted in 1805 could be cancelled only in 2012. The laws like that are many. Some laws were promulgated in English. Myanmar's official language is Myanmar. We have no right to make excuse for not knowing the law written in English, Thura Shwe Mann said.


Some laws are too strict for the people to abide by them. The amendments to the laws need not to be stricter, the Speaker added.


If the already-prescribed laws are reviewed whether to be revoked or not, we need to take the notifications that were occasionally issued into consideration, chairman Dr Soe Tun of Myanmar Farmers Association said.


The current laws must be appropriate for the people to abide by in order to restore rule of law back in the country, member Tin Maung Than of National Economic and Social Advisory Board said.


There are 1382 laws enacted in Myanmar from the independence age to the 2012 April. The currently using laws are 834, revealed in a collection of the laws compiled by member Than Maung (Sittway) of Lower House Legal Affairs and Special Cases Assessment Commission.
