It is not enough for the union government to issue orders and instructions, said Myanmar's Lower House speaker of Parliament, adding that policy makers must do a better job in enforcing their directives.
Speaker Thura Shwe Mann made the comment after Deputy Home Affairs Minister Brigadier General Kyaw Zan Myint responded to an MP's question over regional authorities' lack of cooperation with the parliamentarians during a parliamentary session in Nay Pyi Taw on Monday.
The deputy minister said the President Office issued an order on February 26 this year to form supporting committees for regional development tasks. Those committees have been directed to seek opinions and suggestions from the MP's about regional development work as well as projects that can impact on social and environmental conditions. If necessary, MP's will be invited to attend township management committee meetings so that they can give their advice, he added.
Regarding his clarification, Shwe Mann commented the government should not only make orders and instructions but also enforce them.
"Orders, directives and instructions are usually made on a required basis. So it is also necessary to make sure they are obeyed by authorities, ministries and departments concerned. Supervisory bodies have the duty to enforce them and just making orders and instructions is not enough," said the speaker.
Moreover, the deputy minister said MP's were invited to attend public meetings and ceremonies within their constituencies but the speaker argued that this was contrary to the law.
